If your planning on running a suppressor a 15" just looks a little better IMO. If not a 13" is prob all you'll need
I agree that 13" is optimal. Reasons being that it gives you plenty to reach out onto (unless you have extremely long arms), it provides plenty of rail to use on barricades and such, when mounting lights and sights it keeps the weight that much closer to rifle's center of mass as. And there is also the cool factor ... I prefer when my rifles show a little barrel.
I’ve always felt that additional hand guard length is generally a good thing. You can always move things closer, but you can’t move them further out if your rail ends.
6'3. Long arms. The 13 is perfect for me. I'd agree with the comments about a red dot and length vs weight.

At some point, this becomes a circumcised vs uncircumcised sort of discussion.
Lots of folks seem to think this is a personal preference based on appearance, but there are some facts to consider.
Two years ago I bought a BCM 16" mid length with a 15" handguard thinking I would need all that room for a LPVO, ATPIAL-C, pressure switches, and a light. Everything posted on the end where it should be proved to be too far away for ease of operation and control so I moved it back a little. Then one night I handed it to a friend and watched under NODs what the IR illuminator did and under white light what the light revealed when viewed from the side. While it may be impossible to not illuminate part of the barrel or can, there is no reason to illuminate part of the handguard and broadcast your location. Based on my conclusion that 13" was adequate real estate, just this week I changed out the 15" to a BCM 13" handguard. I wish I had done that originally and saved some cash.
Other reasons to have some more barrel exposed (which I hope never to test for myself --and I have to trust those with experience here) are 1) for striking in close quarters, and 2) poking though a small hole in a shot-out windshield to get the sound outside of a vehicle.
The 15 looks sexy, to me at least. More real estate should you ever decide to add toys.
