I have a 13" with a light and separate laser mounted and I am very happy with it. I considered a 15" but went with the 13" first figuring if I didn't like it I would sell it and get a 15"...so far the 13" is fine.....

I'm a 6 foot guy and I'm happy with 13". I think I would feel nervous with my hand any closer to the blast.
I prefer a few inches poking past the rail. I like my light bezel to be forward of the rail, but a little bit behind the muzzle. 13 inch rail with a 16 inch barrel allows plenty of flexibility there
I prefer the 15”, I like all the real estate I can get. When shooting from a bipod I like it as far forward as possible. I feel it helps it be more stable.
On a 16" it probably won't matter that much. However, sometimes a little barrel space is a good thing. I mainly like the extra rail space on the shorter barrels.
If your putting a light on, you might avoid getting as much shadow with the longer 15" rail. I run a light in front of my front BUIS at the 12 o'clock.
I don't mind the extra weight, and I like the extra rail length.

Having used both I think from now on I'm going with the longer option as the weight I saved on the shorter rail hasn't been worth the decreased flexibility.

Beside aesthetics, the only thing I've noticed is that the positioning of the light changes. And this can be problematic depending on the light and mount you use.
For instance, if you have a light with a large head you will likely want to run it ahead of the rail so the head does not interfere with the front sight mount or the rail. But if the head of the light is placed ahead of the rail with a 15" rail, it is very close to the flash hider and so gets blasted. This will soot up the lens of the light.
In my opinion, it is easier to place the light with a 13" rail if you are using a 2 cell scout light.
I have probably 3 or 4 with 15" and about 5 with 13" rails. The 15" looks cooler, but the 13" is easier to mount lights on. JMHO
