Stupid question... In my scenario, buying lower from Grant and upper from BCM. Why couldn't both be shipped to your FFL, pinned together and transferred to you as a rifle? I don't see how that could be remotely interpreted as skirting the law.

I believe that the FFL would have to put the upper and lower together, but that would be considered manufacturing which is another required license that some FFL's don't always have. It also may require some paper work from what I remember.

Now this is what my local FFL told my brother when he wanted to do the same. The FFL is knowledgeable on laws, but he may be wrong or was just trying not to risk anything. I know CA DOJ would always give him trouble.

Someone more knowledgeable will probably chime in.

ETA: To clarify, by "put together the Upper and lower" I meant literally pop the two pins on the lower in. Yeah it's stupid, but I remember the whole conversation with my FFL.

If I was in your shoes I'd look very closely at the Daniel Defense v7slw. It's a pinned 14.5, but they have a 16" version as well if that's your thing.

You have to be 21 to buy a complete lower because it is only a receiver and can still be legally configured as a pistol

Wooohah, your simplest solution is to get a Colt 6920, OEM, OEM-2 or 6720. They are ready to go, just add ammo, sling and optic.

If you prefer a middy gas system to the carbine gas system, spend the extra money for the Colt 6960-CCU

I have one as well. The older model with the tube rail, but I changed it out for a KMR. My favorite AR.

[QUOTE=Don't Tread On Me;2505227]titsonritz is right. For that kind of money, take your pick. As for barrel length, I only have one 14.5" and that is due to the fact that I got a good deal on the upper. It is used fairly heavily but changing rail systems out or even the BC 1.5 thats on it is a no go unless I pay someone to do it or get the courage to drill a pinned barrel.

What would be so difficult in changing the rail system on a 14.5 pinned barrel?

Nothing at all. It's only money! Removing, replacing and pinning a new MD is not something most of us are capable of doing in our garage. There are rails that fit the OEM barrel nut but they aren't the latest or greatest.

Since you are willing to build your own, get quality components and use this faxon barrel.

14.5. Permanent flash hider. Gunner profile. You can remove gas block and barrel nut whenever you like to change things up. No gunsmithing and extra expenses required.
