Wasn't most of Obama's cabinet never vetted or at least not for many months but still handling confidential and secret information? Seems like there were many individuals he appointed that were not immediately vetted at all. Maybe the drug test, contact with foreign nationals, accepting donations (bribes) from foreign nationals (Saudis, China) sections were too limiting for his circle of confidants.
Now all of a sudden vetting is super important. It was "nothing burger" time back in 2008.
