Here it is directly from the Revised Code of Washington.

    RCW 9.41.220
    Unlawful firearms and parts contraband.

All machine guns, short-barreled shotguns, or short-barreled rifles, or any part designed and intended solely and exclusively for use in a machine gun, short-barreled shotgun, or short-barreled rifle, or in converting a weapon into a machine gun, short-barreled shotgun, or short-barreled rifle, illegally held or illegally possessed are hereby declared to be contraband, and it shall be the duty of all peace officers, and/or any officer or member of the armed forces of the United States or the state of Washington, to seize said machine gun, short-barreled shotgun, or short-barreled rifle, or parts thereof, wherever and whenever found.

so what i get from this is that your approved Form 1 would be prohibited in the state of WA, but the lower itself wouldn't be.

the form is "designed and intended solely and exclusively for use in a.....short-barreled rifle..." isn't it? but lower receivers are not, regardless of what extra engravings they happen to have on them.

Here is some good info from ATF. Just replace the upper with a 16" upper and go out of state with the gun as long as the SBR upper is not with you, leave it home while out of state. No need to remove the gun from the registry as long as it is not a perm change.

Q: Does the installation of a barrel over 16 inches in length (SBR) or 18 inches in length (SBS) remove the firearm from the purview of the NFA? If so, is this considered a permanent change?
Installation of a barrel greater than 16 inches in length (SBR) or 18 inches in length (SBS) will remove the firearm from the purview of the NFA provided the registrant does not maintain control over the parts necessary to reconfigure the firearm as a SBR or SBS.

Are you suggesting that an active duty member could register a SBR in the state of WA?
