Estate Cartricges box marked "not for law enforcement use"

Bought some Estate Cartridge .380 FMJ ammo today. Get it home, notice on the box it says "not for law enforcement use."

I've seen this on Federal Champion 9mm FMJ also.

Does anybody know what this means? I mean, really know, not just speculation?

Gold dot had a batch of 40 S&W on the market a few years back with that marking. I assume it's a reliability issue with the particular lot of ammo. (Under powered, hard primer cups, etc.)

I’m going with it’s code for “blast away but don’t use for reelz.”
AQ planned for years and sent their A team to carry out the attacks, and on Flight 93 they were thwarted by a pick-up team made up of United Frequent Fliers. Many people look at 9/11 and wonder how we can stop an enemy like that. I look at FL93 and wonder, "How can we lose?". -- FromMyColdDeadHand
