I’m gonna take a SWAG here and say that it’s just a poorly worn plate carrier with a bunch of mag pouches attached.

Yep. Not a chest rig, although in Hollywood fashion, I'll bet they forgot to put dummy plate inserts in the thing...

My other thought was it's an old Eagle LE carrier, but it doesn't seem to have the side "wings" the EI carrier does.
