Sounds like there was an active shooter response exercise going on nearby, which caused someone sufficient alarm to call 911 thinking there was an actual active shooter attack underway.

Thankfully that drill didn't turn into the real thing with responding LEOs. I guess at least several people got some "unintended variables" training.
