True. It all depends on the bullet used. A solid copper hollow point or cast bullet wouldn't fragment for either caliber. A bimetal jacket probably wouldn't either.

Regardless of choice of caliber for ballistics reasons, 9mm platforms should offer advantages of size, weight, and form factor which NONE of the 5.56 rifles with 9mm conversions offer.
