I've been on the New Mexico and Arizona border with Mexico numerous times. Other than a government easement of like 20 feet, private property extends to the border in many locations. No one is going to be telling private land owners they can't stop hordes of trespassers from crossing their land. I'd do the same thing if I was down there - round 'em up, hold them at gunpoint until the Feds or local LE show up. If it's my place, I can call in Ranch Rescue or armed Girl Scouts and that's my business.
