Windage zero and full travel question

Never encountered this before so new question.....not really a problem just more curious what might be going on. Burris XTR II 5-25 on Ruger Precision 6.5. When zeroed I only have 3.1mils windage R remaining and a total of 15.5mils of windage full travel. This rifle will be shot out to 1200 and while I don't dial in windage just do hold overs I am curious to the root cause as I've never had a windage zero so far from mechanical zero. Again its zeroed at 100 just fine. I should add I have a 20MOA base and ~ 15MOA in Burris XTR Sig rings for a total of 35MOA. I have adjusted my elevation turret to accommodate and reset zero stop to have 1 extra mil to spare at 100....obviously I get why my elevation zero is so far from mechanical zero....it's intentional. Could the near full travel on the erectors on my elevation turret at 100 be limiting my windage or causing it to be so far to one side?

I may have explained that clear as mud hopefully you guys can read through my poor description and 'see' what I'm after. Thanks

I think you’re on the right track. 35 MOA seems like a lot for the distances you mentioned. To see if that’s the problem, you can raise your elevation and see if that opens up more windage adjustment. If this works, change to a 20 - 25 MOA base.

You are right it's more than I need for most of the shooting, but on good weather w/o bad mirage ~ 1575 yards is in the wheelhouse b/f subsonic with 143's. Just nice to be able to dial in all the elevation. I use a very simple reticle not a fan of the Christmas tree/tremor etc too much going on visually for my taste so this allows me to dial in center and walk over one side or the other with windage hold. Thanks for the input appreciate it
