    Legislation to change NC "shall issue" to "may issue"

    I'm not from NC but ran across this. Didn't see it here so I figured I'd let you guys know.

    My local sheriff likes to deny veterans pistol purchase permits. Imagine if he had that power for ccw.

    If the sheriff can deny the pistol permit isn't that in fact denying ccw or does the NC state police run that system there?

    Once you get a ccw you are not required a pistol purchase permit. He can deny pistol purchase for anything and label it under the good moral character clause, and may issue. but the ccw does not have that clause and is a shall issue not a may issue.
