I just have a friction holster for my vp9. I am trying to find an OWB holster that can fit the pistol with a mounted TLR-7.

Do you want it with retention or just another friction holster? I'm not currently aware of any retention holster designed for the TRL-7.
Reads a lot, posts little.
Retention would be preferred but if you are not aware of any then another friction holster would be my only option.

I got one (note Streamlight TLR-7 fitted and all holsters are modded for the light) from Gunner's Custom Holsters and it has never fitted comfortably. Got one from Odin Holsters for my range belt and I have been satisfied with it. I picked up a Safariland holster and like it a lot.
Haven't updated this in a while but has some manufacturers listed that may help.

I would recommend these guys, they have a lot of options and can connect into a QLS fork which I really appreciate in a carbine/pistol class
