As an example, Dallas County has a policy for some inmates that only SRT and command staff can interact with specific inmates. They are identified and posted in the tower commander's office and in other locations. There was an inmate that had killed his daughter and then stuffed her body in a culvert. Lots of publicity and LOTS of animosity towards him. He's the type of person on that list. Former LEOs, highly assaultive, or high-risk prisoners are the types that get on there. Just to make sure asshattery is minimized or eliminated, and/or to make sure that the correct level of contact is maintained.
I'm not sure how this happened in a place that should have all kinds of preventative and protective measures in place with someone as obviously high risk as this dude.
