    Really?
My folks were flipping houses in the early seventies, that shit is nasty.
I know for sure some of it has hair in it as a binder. Working on that stuff and I've worked literally tons of it, wear a damned mask and remove it.

Step 1. Check plaster for asbestos. You don't want to disturb it if has asbestos in it.

Also, before you do anything, have others things tested. Tile, especially if it is 9x9, pipe and duct insulation, etc.

Are you in a historic district, or an area where historic homes are 'regulated'? Start there. In a lot of places they are regulated, similar to a HOA, so you are constrained with what you can/can't do. They would also point you to the resources to maintain the historic nature of the house.

I grew up in a house in a historic district; our house was old but not 'historic' (1930s), but many of the houses in the district were built in the 1700s/1800s, and are very regulated.

Typically that governs the exterior facade of the building, not in-kind repairs of the interior partitions.

In our area because they do an annual tour of certain homes and buildings, if those homes are on tour they will dictate (recommend? Require?) specific interior modifications. I don't know if they do that for homes not on tour.

This^^^^exactly.. A lot of old houses are full of materials that are considered toxic today, I would seriously consider doing some testing first, before I got the tools out...
