Closest to what I am seeking seemed to be the 5.56 MLOK 10.5.” This is the shorter version of what I have on other guns.

The new Hodge Defense handguard would be my choice today, if it were available today, which it is not. I do which they would increase the OD and ID of them by around .150” though, to give a little more clearance for the gas block and MLOK attachment.
IMHO, the 10.750” length handguard is the most ideal length for 11.50” length barrels.

I agree. Unless, of course you have a suppressor that extends a bit behind the muzzle shoulder. With a Griffin M4SDk, I found that I needed just a bit more barrel, like 11.7”. I ended up with a BA 12.3”.

Can a 10.75” handle a barrel less than 11.5” or does that end up being the minimum?
Just at thinking about the possibility of cutting down. I can choose the length to get as short as possible as long at it ends up over 16.”

I have a URX4 with a 11.5” barrel, which Works quite well. Couldn’t go shorter though, handguard ends at the barrel shoulder.

    I have multiple URX 4's on 11.5's.

    IMO, perfection.

Serious question, wouldn’t the aero precision upper with built in hand guard mount be ideal for optics since it appears to be the closest to a monolithic upper?

SLR are lightweight and solid. They have a lot of sizes as well in the various options.

They may be a little more expensive than what you want to spend, but places like primary arms or with a Brownells coupon may make them not too bad

SOLGW m76 rail had been on sale frequently at PA and would be a good option as well
