Does anyone sell stripped AR15-type SBR receivers? Been looking with ZERO luck...oh and I'd like to keep it in the major manufactures names if possible.

You can buy complete SBRs from Colt, LMT, Noveske and probably a few others.
But as far as a brand new stripped lower from one of them, I would guess not.
I suppose you are asking because you don't want to have to engrave your own name and info on the lower?

There are a few manufacturers that do this. Spikes I believe is one, and I think Noveske will (or would) do it too. With the current panic buying I doubt it's worth their time.
I've always found the concept odd myself, and imagine that sooner or later BATFE will get involved and stop the practice. The transfer is for a short barreled RIFLE. IMHO the letter of the law is to transfer a complete firearm that meets the specifications you put on the form. That includes caliber, barrel length, and overall length.
I started to send a clarification request to BATFE regarding this but I didn't want to get an answer that was unfavorable to people that were transferring just the lowers so I didn't.
Tactical Innovations used to, but ATF put a stop to that practice.
Given recent ATF rulings on the subject, I wouldn't want one as they could easily decide that it is contraband and come after your now-illegal SBR.
Remember: the ATF is NOT our friend.

i read over on lwrc's website not to long ago that they would sell factory sbr lowers but required an extra $50 fee for the atf to start paperwork. ?
I almost did, but before T.I. could start the paperwork on mine they had an ATF inspection and that was the end of stripped SBR lower receivers. I ended up having to send in an upper with a 10.5" barrel attached to it so they could pop it on the upper, thereby officially creating an SBR out of it, before they could process the paperwork.
The truly funny thing is that the upper I sent had no gas block, bolt, bolt carrier, or anything else on it. It was a bare upper, a 10.5" barrel, and a barrel nut, period. The lower only had the front pivot pin installed and not even a detent on it at that. No fire control parts at all, just a pivot pin to mate the two halves together.
All of this was 100% acceptable to ATF. Apparently the one, and only, criterion for being considered a short-barreled rifle is having a short barrel. It doesn't have to be a functional rifle, only have a short barrel.
And yet, a stripped machine gun lower is still a machine gun and one suppressor baffle is still a suppressor.
To me, it is pretty clear that the bottom line in ATF's position is that they adopt whatever position that creates the most onerous regulations on gun owners, period.
I'm not sure it would be kosher, even in theory, for a manufacturer to certify that they are MAKING a SBR of X caliber and Y barrel length and then not actually make it, but instead just send out a receiver that could be made into any configuration.
As already noted, you can get complete factory SBRs from Colt, LMT, Noveske, and probably some others as well. LMT will even send it to you without handguards if you're planning to add your own railed ones.
