Polite Society in GA had some SABRE Defense SBR registered lowers a little while back. Might still have some. No issues there.

To me, it is pretty clear that the bottom line in ATF's position is that they adopt whatever position that creates the most onerous regulations on gun owners, period.
It would fire an individual round, and could manually cycle. It was legit. Unconventional, but legit.

No, it wasn't legit by any stretch of the imagination.

I sent them a bare upper with a barrel on it.

No bolt, carrier, or anything else. The entire list of parts I sent was a bare Stag lefty upper (Ok, the dust port and forward assist were installed, but those parts hardly matter), a 10.5" Noveske barrel, and a Daniel Defense Lite Rail barrel nut holding the two together. The matched bolt, gas block, and all the rest of the upper parts didn't make the trip.

Nor did the lower have any fire control parts in it anyway. Not to mention the lack of a receiver extension, buffer, and spring. It didn't even have a rear pivot pin; only the front pin was required.

There is no earthly way this "rifle" could have fired a damn thing. And yet, this is what ATF said was required for that lower to be registered as an SBR.

As I said, all that was required was a barrel under 16" attached to the receiver.

There is no logic to it, at all.

I "prefer" to have a factory SBR without any additional engravings.

i believe he was referring to not having to have the receiver engraved with his name (or trust,etc..) and location.
