I've a feeling that this is rampant in jails, hospitals, homes for the aged. Even gas station bathroom cleaning logs are suspect.

No doubt. But, lets take this just a bit further: a multi-millionaire, high-profile prisoner, who, has just been released from suicide watch after a 'credible' suicide attempt. Video surveillance of the facility - unknown to the guards? Unlikely.
Somehow I'm not thinking that, taking all that into consideration, it would be the 'norm' to screww off as blatantly as these two did.
