I called their historian a few months ago and got him on the phone after the second or third try. I have the serial numbers of two of my issued M4s and was interested in knowing when they were manufactured. He pulled up the serial numbers in about ten seconds and told me the year they each left the factory. Nice guy, very efficient. For this specific question about whether a serial number was every built up as a complete rifle, he could probably help. Their website seems to have changed a bit, but I believe this is the department with the phone number at the bottom:

On the subject of Arms Unlimited, they responded over on ARFCOM and said that these are complete 6920 lowers, but they didn't answer the question about whether they were previously built up as rifles.

Damn you. I can't pass on a Colt upper with FA and Port cover for $103. I don't need it now, but I'll want to bang my head on a wall later when I need an upper receiver, and everything is $180.

Like you, I broke down and bought one. Don’t need it at all, but how could I pass it up?
