Its at least a German thing and at least once was a wide spread practice in Europe and many other places. It may also be tied into German proofing laws, helping ensure that the parts of a pistol were proof tested together as a unit.
In the US its usually just a single serial number, with exceptions for some revolvers using more hand fit parts, either serializing these parts to match or using a seperate factory assembly number to keep parts together.
