Seems almost like he's trying to do an amateur "reality" type of porn video, ala Girls Gone Wild. But it also seemed like the flirting was somewhat mutual. She did consensually show him a bit of what he wanted to see, and even when she said "stop", it wasn't a "stop harassing me and go away." It included flirty laughing and came across like she was just teasing and playing hard to get. That said, who knows what the full story is? Some people are just not confrontational, and they respond to being harassed by trying to laugh off their nervousness because they can't get up the strength to say "Back off, creep!" But given her response, it'll be hard for anyone to claim with certainty that this was unwanted behavior.
With all that being said, he's still a creep. The dude is married, and there have been rumblings for years that he's done stuff like this, and more, with other women. Only slimeballs do stuff like this.

In many places in the world 14 year old what I think of as girls marry 40 to 70 year old guys. He gets a new young wife to go with the other wives he has. He gets more children to grow up and take care of him in his old age, since the government doesn't. She get a man with a more establish existence over a guy her own age, and she knows the guy will not take off on her, she is secure. Not our system but I understand it.
