Perhaps the very presence is a pretty good reminder to folks to behave in a way consistent with not catching or spreading a virus.
I've noticed that stores that have placed the foot markers on the ground for people to use to gauge their distance from one another have fewer people crowding. Reminders/perceived enforcement does wonders.
Getting into a physical altercation doesn't tend to succeed if not being physically close is the goal.
