It is easy to second guess what the chosen balance between accuracy and speed was. The main delay was a manufacturing problem, that seems likely a bit out of the control of the CDC. We should test the various tests against each other, then have a rational AAR to see what can be improved. AFTER ACTION means we should let it go for now and let them focus on treatments and reducing the spread.
Ventilators are not needed for all or even a majority of chem/bio/pandemic threats. The lack of PPE on hand is pretty inexcusable.
COVID-19 is the year 2019, not the 19th coronavirus pandemic.
SARS and MERS were much more deadly but also much less contagious, in that perspective the early response seems much more balanced than incompetent.
