I don't know what's better, the brightly colored net or the fact that the car stops for no reason. Between the police truck and van was plenty of time to gun it through the checkpoint, but the script said to stop.

They DO have classified briefs on ID, usually yearly, usually ahead of the flu (or emerging ID). There are certain capabilities or responses that don't need to make it certain places or to certain people. Not that these capabilities or responses are super secret; if you are in public health or emergency management, you are probably more or less in the know.

I think in a real situation the car and driver would have had a lot of extra holes in them.
