The forward portion of a midlength FSB is approximately 11 1/8” from the face of the receiver. The carbine cutout rail is nominally 12”......
ETA: the midlength cutout rails are an inch shorter at their longest points than the carbine FSP 12” models, on the spec sheet, so I guess there’s that.

Maybe I'm missing something. They make both the original C4 Rail, Mid Length Cutout Rail Handguard and the new C4 M-LOK Rail (Mid Cut). Aren't these what you're talking about?

No, talking about this style of rail C4 M-Lok carbine FSP but for a mid length possibly with a CMR type lock up. It would obviously need to be longer than 12".
