An aero lower I built had it too. I think it’s there to make the upper and lower have that toight fit many are after.
It's meant to be adjusted to put pressure on the underside of the upper receiver to eliminate any wobble between upper and lower. This is done to appease some that think precise fit between upper and lower is a serious concern.
It wears out the take down hole on the upper faster...

Thanks. I’ll remove it if able. Otherwise I’ll just loosen it so that it doesn’t touch.
The upper to lower fit is already so tight I can barely break the two halves open.
You can access it by removing the pistol grip. I believe it's a standard hex size.
An alternative, for folks who want the tensioner there, is to replace it with spring plunger in 1/4x28. That way you still get some tension to remove wobble without putting undue strain on the take-down pin holes.
That's the secret button you push to make it fully semi automatic and activate the shoulder thing that goes up.
