You might be right regarding ITAR, but it was also my understanding that it is difficult to get it out of Switzerland (or any EU country) if it's going outside the EU. I understand it's comparatively easier to transfer stuff around within the EU and also bring it in from outside, provided you have a "valid" reason for it.
