    It's coming. When it finally becomes clear to people that social distancing isn't working, they'll demand more strict measures.     They've literally given them an exemption, with the ask to "seek shelter", expect the fatality rate in that population to be 5-10X national average.

    Gonna go with this. The federal law resulting from Katrina assigned no criminal penalties for violations, just that the victims could file lawsuits against the perpetrators. I think most state laws were similar.

    When they start taking causualties while attempting to steal guns, they might start realizing the error of their ways. Probably not, but there's a better chance of that than expecting them to remember their oaths.
