I get this picture of this new 'task force' getting together like the scene from National Security where the mall cops' training consists of being given a roll of quarters so they can 'call the real police'.
I'm going to guess someone on that council had a 'personal encounter' of the mildest sort, got scared, and in typical appointee fashion doesn't understand the correlation between their actions and the event, and now has to 'demand answers' so people can be 'held accountable'....
