That could, in a weird way, work out of the better, and consolidate the right against them. Right now, the police are divided between those who obey illegal orders and those who want to do the right thing. The right wants freedom, but they also want to back the thin blue line and be good citizens. When the current police system is replaced by a party-controlled paramilitary/secret police, that eliminates any sympathy or moral ambiguity in fighting them when they come for us.

What I'd do: tow 'em all, impound, THEN run the tags, contact the owners and tell 'em "you're not getting these cars back until our investigation's done." That way, the rental industry adds to the pain by blacklisting whoever signed for it...
