LOL, that sheriff is an idiot. No, you are very obviously NOT "on this". You don't get to request a curfew due to problems with looting, then tell people to NOT defend their areas. You don't get to say you need the National Guard deployed because you don't have enough resources, and when the feckless governor doesn't deploy them, say everything is under control. Um, have you looked outside and seen your AOR? It's on fire! Arsonists are burning it down around your ears and you're worried about citizen militia checkpoints? Your priorities are effed up big time and no one trusts you or believes you, because you're failing miserably.
If you want to pretend to be in charge, you should probably at least make an effort to be in control.
