Pre Ban or State Compliant Mags - What Have I Found?

Found a couple USGI mags in a range bag the other day.
    Brand is Center Industries.
Marked "LE and Gov use" and seems to have a date code of 12/03 on the body.
    See attached picture.

I'm not fluent in pre-ban mag markings/dates, so what do I have here?
Bodies are a little battered, but was considering offering them for sale since someone in a ban state probably needs them more than me... but I don't want to mis-represent what I am selling and get someone in trouble...

If there's any date code, they are not pre-ban.

Yep. Those were actually LEO mags, as the ban didn't sunset 'til '04.

That exact verbage was required for >10 round magazines made between 9/13/1994 and 9/12/2004. In the day, they were known as "post-ban magazines"

I have dated pre ban mags.

The Month and Year (ex. 08/94) just have to be before 09/94.

I have other mags that have no date but are marked internally with a date code.
