I'm going to run a sample of three cartridges. Red Army, Wolf & Barnaul and see what velocities and SD's I get. That MOA group shocked the shit out of me, don't know how common that is, but it's respectable.

Not sure how "best" is defined but what about the Hornady 123gr SST?

Golden Tiger gets my vote.
Boat tail bullet, good primer & neck seal, loaded consistently.
But not easy to find, not many importers mess with it cause the factory in Vympel makes ammo for mil contracts first, anything left over is sold overseas. So most of mine is Barnaul/ Brown Bear. No neck seal but usually easy to find in lacquer coat, and (historically) on sale. More consistent than Tula. If you have an Academy Sports in your area Monarch is made in Barnaul.
