They're threaded right? For equipment that has the threaded mounting hardware like camera gear?

I checked, and no they are not threaded.
Pretty sure he's messing with you guys. They're lightening holes. Pretty much every rail has lightening cuts of some kind.
They're speed holes, they make the rail go faster.
Now ya' CAN'T just throw that out there, WITHOUT the backstory!
