Is it acceptable to ask why a particular user was banned or is it forbidden to discuss that?

Personnel decisions, bans, infractions, etc are not for public discussion. A quick look at a banned member's most recent posts will give you a clue though. Comments referencing what's happened with members are also frowned upon and usually removed. Take it to PM.
