All manner of possibilities covered in the thread, so probably. He also hinted rather strongly that while he does not know what they are, he does know it's not our tech.

That much seems an inescapable conclusion at this point, and he's clear he knows a lot more than he's able to say.

Some may dismiss him as a psy ops agent for the gubment, but I don't.
