PTO, since you already have the tractor and it sounds like you're just doing clean-up work so speed may not be much of an issue.

PTO would be the route I would go. Chances are the PTO on your tractor is going to provide more power than most other options, and you only have to deal with the hydraulics on the tractor.
One thing I will add is that splitters are like gun safes. Get bigger than you think you need.
I have a 27 ton hydraulic. Subaru powered and Ariens brand. I got it for $900 @ Home Depot about 7 years ago. It has been flawless for me. I split about 5-6 cords a season.
The point I wanted to make was that the 27 ton has gotten through everything ok. But some of that green oak especially the trunk or burls can be tough and I know a lesser ram would not make it.
Many people have advised me to get at least a 22 ton.
Thanks to all for the excellent feedback. I'm learning and processing the great info. Red Oak would be the most common wood and the the capability of the splitter in regards to 20 vs 30 tons etc...is an important consideration.

I have this Swisher 22 Ton electric log splitter and it is awesome! I have split some pretty big hard and Knotty oak with no problems whatsoever. The fact that it is electric kicks ass because the last thing I need is another Small Gasoline engine to have ethanol problems with because of long periods of no use...
