Edit - After looking at the pics used in some of their other brass offerings, its a "stock" photo and is not the brass being sold.
Did you notice "large pistol primer"? That has to look interesting.

Semi rimmed like .25 ACP.
The brass would be paper thin at the extractor groove with a large primer.

Extractor groove and semi rimmed. Even if it was possibly floating around during the rough time frame like the original 7.92×57mm/88 Commision. I think the only thing with an extractor groove and with out a full rim that is allowed is .45 ACP.
Wonder if it might be brass for birdshot load.
Andy is likely on target with Tear Gas gun, but the volume of gas would be pitiful.
It won’t work in any .25 ACP Pistol I’ve seen and I have never seen a revolver in that chambering.

Not a Cowboy Load PB. Pretty sure any Cowboy carrying a gun rig/cartridge belt loaded with those would laughed out of the Saloon.

A true "Gun Guy" (or gal) should have familiarity and a modicum of proficiency with most all firearms platforms.
That does it, my guise as a cow poke is out of the bag. Done deal.
Finding plenty of pictures of tear gas handguns and even a European place selling 8mm/9mm tear gas pistols and ammo, but no pictures of .25 tear gas cartridges.
Occasionally Israeli 7.62×51 ammo that has projectiles with tear gas inside pops up so volume apparently isn't always necessary to make a person spreading gas satisfied. Lol
