Executive Actions vs Executive Orders

I'm seeing on social media that ole Joe's gun control scheme released today are Executive Actions. They are saying that Executive Actions are not the same as Executive Orders and have little to no weight of law.

Anyone know the difference? Is it true?

I would add that if Joe is only using "actions" it will amount to nothing on the gun control scene...good.
