Quite honestly, pre Mariel Miami was actually a pretty cool city.
Sure you also had the Liberty City riots in 1980 (same year) and there were some parts of the city you always avoided, but it was also a city that was mostly safe for most people, most of the time. By contrast by 1984 Miami had become the murder capital of the US and that was mostly due to the cocaine wars that were heavily associated with the recently imported Cuban crime syndicates.
Machine gun assassinations in popular restaurants became common place. Something that was unheard of only a few years prior. And while Dadeland happened in 1979, it was kind of an anomaly. It was only when a huge influx of Cuban criminals arrived to challenge Medellin on the ground that things kicked off in earnest.
Prior to that, most Cuban's you met in Miami were hard working, staunchly law abiding and glad to have escaped Cuba. What a difference 5 years can make.
It's hard to be a ACLU hating, philosophically Libertarian, socially liberal, fiscally conservative, scientifically grounded, agnostic, porn admiring gun owner who believes in self determination.
