I've thought all along... Hurting the world economy was accepted SECONDARY collateral damage.

The primary mission was to shut down the Hong Kong rebellion (protests). It worked. Hong Kong actually became a threat of becoming a break away republic. If allowed to do so it would have set up a domino effect and brought down the CCP.
