Does this harm the regime or the people more? If it's the people, and the regime can blame a state actor for their misery, this will have the effect of strengthening the regime's grip on power.
What works best with oppressive regimes is to empower the people. To give them a taste of what they're missing. Sanctions simply make oppressive regimes stronger by giving them an external enemy to channel their people's hate and misery towards. Sanctions haven't helped in North Korea, Cuba, Russia, and they're not helping in Iran.
Sanctions are what you implement towards another country if you need to sell something to your own population. Having an external enemy has the great effect of uniting your people under your banner, and sanctions are the best way to keep the problem lingering instead of solving it.
ETA: You want to actually solve the Iran threat? Unite the people against the regime.
