Otherwise... 15 foot pounds for standard flash suppressors is what I shoot for. I like the JP Enterprises double crush washers for that reason, if it wasn't for those I'd be using shims.
This has never worked for me or our shop - hundreds of muzzle devices. With a high quality barrel with a high quality muzzle device you will notice soaking in water (even for 24 hours) does not penetrate to the internal threads. Hitting the muzzle device with a dead blow hammer works much better.
Would boiling water make a difference? I've never used rocksett.
Rocksett is similar to blue loctite in terms of removal, i.e. it's not difficult to do by hand. I've never had any trouble removing mounts held by rocksett with simple hand tools.
