A "term" is a "word or phrase" used to describe a thing or to express a concept, especially in a particular kind of language or branch of study.

Richard Henry Pratt usage in 1902 would qualify as a term as well as a word. But that isn't as click bait as usage by Trotsky almost 20 years later. But more importantly, during that 20 year interim, the word, phrase and term would have been used frequently.
