My gun is a 3-inch .357.
I think a +P 158 .38 LHP (GT Bullets design, wide cavity, BHN 8 or 11 or something soft like that) at 850-925 fps can do both. Haven't tested it myself yet.
Right now I'm carrying the old Federal 147 gr +P+. (When I carry the Colt) Until I load a batch of the LHP's I'm pleased with.

I thought to get expansion the best loads seemed to be either the short barrel gold dot 135 plus p, or the Critical Defense 110 plus p?
How does the 125+p gold dot do? From snub? or does it need at least 3" to expand?
