    I was a tech for over 17 years and have had my share of tool boxes, Mac, Snap On, Proto, craftsman. You just can’t compete quality wise with one of the pro truck sold boxes. I think the answer for you is to find a used Snap On, Mac, or Matco tool box. I have been hitting auctions in my area to buy things at a great savings and see many professional tool boxes in great condition go cheap.
    Try auctionzip, Facebook market place, Craigslist or other and you will find what you want at a price you want. I have recently seen at a local auction a 5,000 Snap on Roll cab like you want sell for under 1k and it was mint.
    The auto tech field is a meat grinder with many techs entering it and staying only a few years, only to be stuck with a huge tool box they no longer want or need.
