And the Russians would fight a different kind of war. While all the focus is on the kinetic war going on now. The real conflict as I see it will be the Russians trying to destabilize Ukraine to gain control, or at the very least acquiescence and then rinse and repeat in the Baltics and Poland.
The Second Amendment ACKNOWLEDGES our right to own and bear arms that are in common use that can be used for lawful purposes. The arms can be restricted ONLY if subject to historical analogue from the founding era or is dangerous (unsafe) AND unusual.
It's that simple.
While possible, the stigma against using nuclear weapons would really bite them. If they "win" the war by nuking Ukraine, all that tells the world is that A. Nuclear Weapons are absolutely going to be used in the future, B. A Nation without them is at constant risk to nations with them, and C. If you want to preserve your independence, get nukes. Japan and Taiwan will likely have them in a matter of months after the Ruskies crack open canned sunshine, and the Chinese most certainly don't want that. Hell, I could see that motivating places like Poland to try and get nukes, and the Russians should be absolutely terrified at that idea. Hell, I joked about it a while back, but that could very well lead to something like Ukrainians rigging up an equivalent to a Davey Crockett to some drones and paying Moscow a visit in retaliation.
Bottom line, using nukes offensively turns them from being the ultimate in deterrence to an absolute necessity for smaller powers threatened by their neighbors and tosses non-proliferation out the window.

I believe the Biden admin is terrified of escalation beyond conventional warfare, thus the slow roll of more advanced weaponry to Ukraine. As long as Putin views Ukraine in terms of potential success I think it will remain conventional. If that view changes to Ukraine being a threat to the so-called Motherland, then it's more likely that Putin would use chemical nerve agents to terrorize the Ukraine military. Soon after the invasion there was talk of Putin using chemical weapons in a false flag operation to justify retaliation in kind. That sounds much more plausible than Putin launching nukes. Putin want to control, not annihilate Ukraine.
I also think chemical weapon use is more likely than nukes. The thing is I don't believe the current Russian Army is trained to fight under NBC conditions like the old Soviet Army, use of either will deny them the use of that area as much as Ukraine which gains them nothing.

Residents of the Kyiv region illegally acquired and stored Russian anti-aircraft missile system and ammunition. At first, the police discovered and seized the TOR air defense system (Unfortunately, the photo has not been published), later police managed to establish the location of the ammunition.
According to preliminary data, the weapon was left by Russian troops during hostilities in the territory of Chernihiv region.

British troops will be deployed in Ukraine for the first time under plans being discussed with military chiefs, the new Defence Secretary has disclosed.
In an interview with The Telegraph, Grant Shapps said that he had held talks with Army leaders about shifting an official British-led training programme “into Ukraine” rather than relying on UK and other Nato members’ bases. He also called on more British defence firms to set up factories in Ukraine.
Following a trip to Kyiv last week, Mr Shapps also revealed that he had talked to Volodymyr Zelensky, the Ukrainian president, about how Britain’s Navy could play a role in defending commercial vessels from Russian attacks in the Black Sea.
Both moves would mark a significant escalation in the UK’s involvement in defending Ukraine against Vladimir Putin’s onslaught.
