All the Way Down, or Back Off One Click?

When mechanically zeroing a carry handle sight, the elevation drum is supposed to be all the way down. However, I've come across some sources that say to turn it down as far as it will go and then back off one click. Which is the technically correct method?

Assume here that I want to do the traditional 300 meter zero and use the 0-2 sight for closer targets. At mechanical zero, the line of sight is supposed to be parallel to the bore axis. The front sight is adjusted so the base of the sight post is flush with the sight well. So how should the elevation drum be set to approximate the parallel? All the way down or one click back from all the way down?

Exactly what I was looking for.
