My support thumb rests right where Walther put their engravings on my PPQ. I’d like to stipple that area.
Can I have the information re-engraved elsewhere and be compliant with whatever requirements exist?

I’ve got pieces of Talon grip over them now, but they don’t stay in place long (small piece, slight twisting of thumb).
I would suggest contacting the ATF and ask them. There is a requirement as to how deep markings have to be done, but I could not find anything regarding transferring the manufacturer's markings to another location on a firearm. If you ever want to find out something, it is always best to go to the source and not rely on hearsay or speculation.

I may be off base, but I thought manufacturer and location both had to be present.
